Abstract

The development of the industrial revolution 4.0 globally cannot be avoided as well as its negative impact, namely the emergence of threats both factual and potential threats to Indonesia's maritime security. The Indonesian state must be ready to face these various threats. The ability to carry out early detection and prevention of these threats absolutely must be controlled by the maritime security and defense institutions or institutions appointed by the Indonesian government based on the law. One of the efforts in maritime data collection is by utilizing unmanned aircraft technology (UA) or often referred to as Unmanned Aerial Vehicle (UAV). UA technology has developed rapidly and is widely used in civilian and military circles, such as: early detection, intelligence surveillance and reconnaissance (ISR), image and video capture, Search and Rescue (SAR), regional surveys, area monitoring and area mapping, observation and reconnaissance of conflict and dangerous areas, border patrols to armed attacks from the air. The chosen problem is the selection of the best UA in supporting maritime data collection, where this is the aim of this study with the aim of providing theoretical and practical benefits to be used in determining security and defense policies in the Indonesian maritime sector. This research uses a descriptive quantitative approach. The research data collection was obtained from a questionnaire from 4 experts. 
The analytical tool in this study uses the Analytical Hierarchy Process (AHP) technique. The results showed that the type of UA that was in the first rank recommended to be held was the UA of the High Altitude Long Endurance (HALE) type which had strategic capabilities in terms of operational, technical and title patterns. The measurement results use the AHP method for selecting the best UA to support maritime data collection in the context of national defense and security.
