Abstract

"Every citizen has the right and obligation to participate in state defense efforts," is the mandate of the 1945 Constitution. This is stated in Article 27 paragraph 3. Based on this, every citizen can have a role in carrying out state defense activities. By law, the main
obligation to defend the state in this country rests on the shoulders of the Indonesian National  Armed Forces (TNI) as the main component and is supported by civil society in general in a system of defense and security for the entire people. Indonesia as the World Maritime Axis is a non-negotiable price, and is the current vision of the Indonesian government. In order to make it happen, the spirit of defending the country in the maritime field is one of the fundamental things that must be imbued with all levels of Indonesian society.
