Nilai Strategis Keberadaan Pangkalan TNI Angkatan Laut Dengan Faslabuh Memadai Di Pesisir Selatan Pulau Jawa

Abstract

The Yogyakarta Provincial Government is promoting a maritime paradigm transformation through the vision "Welcoming the Indian Ocean Century." However, the southern coastal areas of Java, particularly the Special Region of Yogyakarta (DIY), face a surveillance gap due to limited Indonesian Navy Anchorage Facilities (Faslabuh). This creates vulnerability to Illegal, Unreported, and Unregulated (IUU) fishing, unauthorized foreign research vessel activity, and transnational crime. This study aims to analyze the strategic value and urgency of developing a Faslabuh TNI Navy on the southern coast of Java (specifically within the Yogyakarta Naval Base) and to map priorities for synergy with a Commercial Fishing Port based on dual-use infrastructure. Using the Analytical Hierarchy Process (AHP) with three main criteria: Security & Sovereignty Enforcement (KK), Infrastructure & Strategic Location (IL), and Logistics Operational Effectiveness (EO), data obtained showed that the Security and Sovereignty Enforcement (KK) criteria were the top priority with the largest weight (53.9%), followed by Infrastructure and Strategic Location (IL) (29.8%), and Logistics Operational Effectiveness (EO) (16.3%), with a Consistency Ratio (CR) value of 0.006 (<10%/valid). The synthesis results emphasize the importance of a "Hard Infrastructure First" approach, where the provision of port facilities in strategic locations such as Wediombo Lagoon is the main focus. The synergy of dual-use infrastructure between the Indonesian Navy and commercial fisheries can reduce the efficiency of patrol logistics (KRI/PC), extend the duration of operations (persistent presence), and encourage the economic growth of local fishermen.
