Abstract

In facing hybrid threats in the era of globalization, Indonesia confronts fundamental maritime security challenges. The ambiguous and multidimensional nature of these threats is deliberately designed to exploit gaps in inter-agency governance, which remain sectoral in nature. This paper argues that the solution to building national maritime security does not lie in creating new doctrines, but rather in revitalizing the implementation of Sishankamrata, which is Indonesia's authentic Whole-of-Society framework. 
Employing qualitative content analysis of the National Defense Doctrine as primary data, this study analyzes the fundamental gaps between the doctrinal mandates—placing ministries and agencies as key elements in addressing non-military threats—and 
overlapping operational practices, evidenced by the case study of Illegal, Unreported, and Unregulated Fishing (IUUF) in the Natuna Sea. The momentum of reorganizing the Indonesian Navy through the establishment of Kodaeral should be leveraged to bridge these gaps. The innovative solution proposed is to operationalize Kodaeral as an enabler of OMSP (Military Operations Other Than War), functioning as a facilitator of governance to orchestrate all primary elements (ministries and agencies) and supporting components (private sector/community) within an integrated modern guerrilla base.
