Abstract

Indonesia, as the largest archipelagic nation in the world, faces an increasingly complex spectrum of maritime threats, particularly in the form of hybrid threats that are unconventional, coordinated, and cross-domain. This article analyzes Indonesia's adaptive maritime security development strategies through a synergistic approach involving military capabilities (Indonesian Navy), academic capacities (National Defense Institute/Maritime Security Research Center), and fiscal and industrial support (government and defense industry). Through a review of literature and current policies, it is found that the modernization of defense equipment, integration of maritime information systems, enhancement of strategic research capacity, and progressive fiscal policies are the main foundations for strengthening Indonesia's deterrence against maritime threats. This study recommends the establishment of a maritime hybrid threat command center, expedited technology transfer in the maritime defense industry, and public communication strategies to counter disinformation. The overall analysis shows that the success of Indonesia's maritime defense depends on adaptive, collaborative, and knowledge-based responses within the framework of the national geostrategy under Prabowo Subianto's leadership.
