Abstract

Maintaining the sovereignty of the unitary state of the Republic of Indonesia is the duty of all components of the nation with the TNI as the front guard. Traditional fishermen who often carry out fishing activities in the North Natuna Sea are an integral part of the nation. Their presence at fishing spots can be an extension of the Indonesian Navy's role, at least in monitoring illegal activities carried out by those who have the intention of exploring Indonesia's fisheries wealth. Therefore, their empowerment will help the Indonesian Navy in upholding the sovereignty of the nation and state.
