Abstract

Defense is a part of Indonesian state goals mentioned in the Constitution of 1945 as “to create an Indonesian state government that protect the whole nation and the homeland”. The Constitution of 1945 also mentioned that “every citizen has right and compulsory to involve in every effort to defend the nation” which further is mentioned as Total Defense and Security System. In maritime sector, there are two great power, Indonesian Navy (TNI AL) as representative of military power at sea and Indonesian Coast Guard (Bakamla RI) as representative of civilian power. This research aims to formulate concept of interoperability between Indonesian Navy and Indonesian Coast Guard based on division of task and optimization of surveillance equipment use in scope of Natuna region with combination of qualitative method and normative law method. Result of the research is the Concept of Total Defense System at Sea built from interoperability between Indonesian Navy and Indonesian Coast Guard supported by University/Research Agency and National Defense Industry.
