Abstract

Indonesia from the beginning as an AMS and not as a claimant state. However, the potential for conflict will clearly lead Indonesia to be dragged into the vortex of conflict, especially China which is trying to break the ties between the AMS and ASEAN's lack of centrality which will support China's efforts to claim ownership according to the nine dash line. The prospect of resolving disputes in the South China Sea through a DoC (Declaration of Conduct) and CoC (Code of Conduct) agreement is not a framework because it is only a statement of agreement (DoC), and is implemented in a mechanism (CoC). The policy and attitude of the Indonesian
government towards China's violations in ZEEI is the policy and attitude to always be present to carry out control effectively, especially for sovereignty and law enforcement officials so that they can always shadow and make law enforcement efforts against the perpetrators of violators in sea, especially in the ZEEI region which is Indonesia's sovereign rights. ASEAN integration between AMS faces a test in dealing with the problem of nine dash line claims in the South China Sea. As a way of using AMS resources for the purpose of resolving disputes, integration of AMS is an implementation issue of ASEAN centrality.
