The Indonesian Navy carries out the mandate of law enforcement at sea. The legal umbrella for this activity comes from domestic to foreign regulations. Until now, Indonesia's Maritime Security threat activities are still an issue that cannot be resolved. This is due to the multidimensional activities and origins of threats based on very diverse interests. The Visit, Board, Search and Seizure (VBSS) procedure is one of the procedures of the Indonesian Navy (TNI AL) in carrying out law enforcement functions at sea. With this procedure, any illegal attempt that has the potential to become a threat to maritime security can be prevented. All TNI AL personnel must have the ability to carry it out because the urgency value of VBSS activities is very important regarding Indonesian Maritime Security and broadly influences Indonesia from various aspects.
